Keynote speaker – Luanna Sant’Anna Roncaratti:
Digital Government: our path and next steps.

Digital Government Deputy Secretary. PhD in Political Science from the University of Brasilia, Luanna is a federal public servant member of Specialist in Public Policy and Government Management since 2006. She currently holds the position of Deputy Secretary for Digital Government at the Ministry of Management and Innovation in Public Services. She previously held several positions in the same Secretariat, such as Portfolio Director and Deputy Director of User Experience and worked in different Ministries, such as the Ministry of National Integration, the Ministry of Science, Technology and Innovation and others. In 2020, she won the “Public Spirit Award” award, which recognized his performance and efforts in contributing to the Brazilian digital government. He also led and participated in several initiatives awarded by the federal government by the ENAP Public Sector Innovation Contest.

Keynote speaker – Jose Inostroza: Chilean Progress in Public Digital Transformation and Governance Challenges

Jose Inostroza holds a Law degree and a Master’s in Management and Public Policies from the University of Chile, in the Industrial Engineering department. He has served as a researcher, consultant, and associate at the Public Systems Center in the Department of Industrial Engineering at the University of Chile. He was the founder and first director of the Public Sector Modernization Program at the Ministry of Finance (2015–2018), now known as the Modernization Secretariat. In that role, he contributed to key public sector modernization and digital transformation policies, including the Digital Transformation Law (21.180) and the Government Innovation Lab, among others. He is a part-time professor at the University of Chile, Alberto Hurtado University, and the University of Concepción, and a visiting professor at the Catholic University of Peru. He has authored several academic publications, including book chapters and journal articles. Currently, he serves as Director of the Digital Government Secretariat at the Ministry of Finance.

Keynote speaker – Eduardo Henrique Diniz: Brazil – Data, territories and public policies

In an increasingly data-driven world, the relationship between data, territories, and public policies has become both more complex and more critical. Drawing from recent research and case studies, particularly in Latin America, this presentation explores how data shapes the governance of territories and how territorial specificities, in turn, influence data practices and public decision-making. Special attention will be given to the risks of the centralization of digital infrastructures, and the marginalization of local knowledge in policy design. The goal is to foster a critical discussion on how to build more equitable, transparent, and context-sensitive data ecosystems, respecting territorial diversity, and designing policies that are both data-informed and socially responsive to support sustainable and inclusive public policies.

Eduardo H. Diniz is a Full Professor at Fundação Getulio Vargas (FGV), Brazil. His research focuses on digital transformation in public and financial services, digital inclusion, and information technology for development. He has published extensively on technology, public policy, and social innovation, particularly in emerging economies.
