SUBMISSION GUIDELINES
By making a submission to the EGOV 2024 conference you agree that your paper will be available in print and e-print under the license given. The papers will undergo a double-blind reviewing process and the submission should not include author identifiers.
Please note that all accepted submissions to the EGOV 2024 conference will be screened for possible plagiarism. To support this policy, conference organizers will make use of the plagiarism detection tool, Turnitin. Further information about this software can be found at http://www.turnitin.com/
SPRINGER PROCEEDINGS – for completed research papers
The Springer Lecture Notes in Computer Science (LNCS) is a series of computer science books published by Springer Science+Business Media (formerly Springer-Verlag) since 1973. The LNCS proceedings are always well-downloaded and read.
Accepted completed research papers (max. 16 pages) will be published in one of our two Springer LNCS IFIP proceedings: Electronic Government (EGOV) or Electronic Participation (EPART).
The Springer LNCS Electronic Government (EGOV) proceedings includes completed research papers from the following tracks:
- General eGovernment & eGovernance,
- Emerging Issues and Innovations,
- Smart Cities (Government, Districts, Communities & Regions),
- AI, Data Analytics and Automated Decision Making,
- Open Data: Social and Technical Aspects.
The Springer LNCS Electronic Participation (EPART) proceedings includes completed research papers from the following tracks:
- General eDemocracy & eParticipation,
- Digital Technologies and Sustainable Development,
- Governance, Digital Legislation, and Policy,
- Digital and Social Media,
- Digital Society,
- Artificial Intelligence Governance and its Societal Challenges

These guidelines should be followed when submitting the paper for review.
Prepare anonymous version for double-blind review: The first page should contain only the title, abstract, 3-5 keywords characterising the content of the paper and name of the track to which the paper is being submitted. The remaining pages should include the main body of the submission and all references, figures, tables, etc.
Author name(s) should not appear in the paper (including the abstract).
Eliminate references to your institutions, your sponsors, your unpublished work, and your published work if done in a way that identifies you as author. All author names must be inserted in the online submission form. Delete author and institution information from document properties.
Criteria for Completed Research Papers
Papers submitted in this category should deal with completed research.
They should have both relevance and a strong focus on scientific rigor and may be a maximum of 16 pages. Papers in this section will be double blind reviewed by 3 reviewers for rigor, relevance, originality and clarity of presentation.
Abstracts or incomplete papers will not be accepted. Assessment criteria:
- Fit with track.
- Interesting/important problem.
- Clear motivation (why the problem is interesting theoretically and/or practically).
- Conceptual development and grounding in prior literature.
- Methodological adequacy (if relevant).
- Adequate list of references to related work and grounding theories.
- Interesting findings.
- Well structured and clearly written paper.
- Maximum length of paper: 16 pages in Springer LNCS format.
CEUR-WS Proceedings – for ongoing research papers
The CEUR-WS Proceedings (http://ceur-ws.org/) is a free open-access publication service at Sun SITE Central Europe operated under the umbrella of RWTH Aachen University. CEUR-WS.org is a recognized ISSN publication series.
Accepted papers in the following categories can be published (if desired, can be excluded) in the CEUR-WS proceedings series:
- Ongoing Research (max. 10 pages),
- Reflections and Viewpoints (max. 6 pages),
- Practitioner Papers (max. 6 pages),
- Projects (max. 8 pages),
- Workshops (max. 2 pages),
- Panel proposals (max. 2 pages), and
- Posters (max. 2 pages)
Please note that PhD colloquium papers will not be published.
