Aims of the course:One of the most discussed topics of modern governance idea is the complex transition from the existing system of the "official's government" to the electronic public administration (e-Government). Such a newly defined electronic government is able to fully provide its services both to business sector and citizens, it becomes more efficient and accessible.
This course prepares students for this new situation which they will face in their future work; gain a comprehensive overview of recent trends in e-governance not only in the Czech Republic, but also on selected examples in the world, but they will also become familiar with the requirements placed on similar systems and clarify the background of e-government (communication technology, hardware and software).
Learning outcomes and competences:Upon successful completion of this course, students will be able to:
know the basic registers of the Czech government system
know the technical background necessary for the operation of services in the e-government
understand the issue of electronic procurement systems and their management
to assess the meaning and efficiency of the newly introduced systems of governance
understand the differences between the concepts of e-Government, e-Governance, e-Democracy and similar concepts
to manage the e-Government system
Course contents:1. Theoretical background of e-Government - what is e-Government, suitable areas for potential deployment of e-Government systems, levels and types of institutions using e-Government systems, benefits and reasons for the introduction of e-Government (to reduce costs - administrative and caused, the impact on the business environment - CBA)

2. Current state of the e-Government in the institutions outside Europe - the United States, Australia, Japan - the comparison

3. - 4. The use of e-Government in the European Union - the eEurope action plan, the financial aspects of the transition to e-Government systems (funds, subsidies)

5. e-Government in the transition economies - the current situation, future prospects

6. - 7. The status of implementation of e-Government systems in the Czech Republic - the role of the State, documents covering implementation of e-Government, the legal framework

8. Technical aspects to realize e-Government systems - communication channels and interfaces, software and hardware, the advantages and disadvantages of centralized and decentralized of e-Government systems

9. Organizational aspects to realize the functioning of e-Government - the issue of defining the responsibilities of the various steps, the flow of information within the framework of e-government, the approval process, securing of transparency of process

10. e-Government systems security - the authorization tools (electronic signature, software resources, hardware security) on the client-side, as well as on the organization side
